This is what I do to get head shots all the time and this is how I complited terrer mode with all the sharp shooter medals

Ok when a enemy is firing at you use you're sheild, and then press R3 while you're sheild is aqueped (spelling) and then try and aim for the head and if you do it right and you get better at it you wont need the sheild you will get head shots like nothing and thats how you get better at head shots anyway thats how I got better

and i love it when u zap people withe the electrick gun when u set them alight lol
