This is my way for arresting Hostage Situation people, make sure you have a stun gun,aim at the suspect, shoot the stun gun once, then the hostage will move out of the way, THEN use the stun gun on the hostage. Hope that I helped! 
This is very easy(taxi in daytime) go to ANY dojo (works best in non-green areas) and frisk all of them(normaly 3) all* of them will have evidence, but buy dojo skills first the clerk will run out, just walk out and back in and it will refresh the customers

First go to the Lower East Side then go to the compstat and look at the Car Dealership and look right you should see a line that goes off the map. Go there by taxi 'cause it's much faster then you should see a yellow line that goes left to right. Go under it and go to the debug menu and in Missing Text choose Dynamic or Debug and go onto the highway and go all the way off the map you will see all these streets and people walking (if you used dynamic) then press triangle and Marcus should be there then go back to the debug menu and in Missing Text select Normal And there you go the Secret part of the map
(HINT) make sure you are FAR FROM THE MAP if you arent then it will take you back to New York
If you want to get loads of easy money, go to a pole dancing club and frisk everyone there. I usually get at least three people to arrest which means 9 career points and either more money in your salary or you can sell the evidence at pawn shops for money. Once you get all the evidence, go out of the club and go straight back in and keep doing it all over again. (or an easier way is to just go to the map, hold R1 and L1 and put in square, square, triangle, square, triangle, square to get $1,000,000
Ok, first, throw away your nightstick. Remember were it is if you still want it. Then, geab a car you own, open the trunk, and fill up your melee weapon slots with your faveorate wepons. Now toss them to the same place as the nightstick(so they don't get lost).get more wepons and repeat as much as you want. Now pick up all the weapons in the pile, and have fun.
Ok if you are a Miss goody two shoes the best gun for you is really the Stun Gun it's amazing it will take badguys down in a shot.
But if you are a ultra bad cop who just loves to kill always take the 50 handgun it can blow a badguys head clean off with one shot

When you're on beat patrol you have to (arrest 3 suspects via good otherwise you lose your rank). The first part is true about arresting 3 people but you can never lose your rank.I went on beat patrol and went crazy again and never lost my rank- so when you get to rank 1 you will always have this rank.

To give out a ticket, go next to a car, and flash your badge. When they get out, go close and flash your badge again.
Just go to the armory and grab a stun gun and when your at the point where you have to disarm p.lincoin just shoot him with the stun gun

Get some money easy-
I'm a 1st rank on this game and I am not sure if you get less money the lower rank, but this is what you do, you get any kind of evidence from anywhere and you frisk anybody. If they do not have anything then at the top left part of the screen ( if you have evidence ) it should say PLANT EVIDENCE. If you do, you will get bad cop points, but then the game considers them a suspect, so the yellow bar above there head should be there. Then you press circle to arrest them. Notice you get 3 career points, that means money! And if you are 1st rank you get $300 each time, but you might get less if you have a lower rank. ( 5th 4th 3rd 2nd ) You have to pick the money up at the police station or a police booth.

Simply go to a car dealership and usually most of the people have something illegal. Frisk and arrest them to earn good cop, career and the evidence.
If you get in a taxi, look on the map and find the gun shop closest to the top, go there and in that shop youll be able to buy really good weapons like the chain gun, RPG, landminds etc.
Note: they cost quite alot so have money ready (chain gun costs like $50,000 I think)

I am not going to brag about how many time I have competed this game (5 times) but I am going to tell you my helpful hint.
1. Never leave the cop station weith out;
~ Crow bar
~ Bean Bag Gun
~ 2 Knives or a Samri Sward
~ (if you are on a killing mood) 50. Hand Gun. Blows the hell out of them. - blows there arm or leg straight off. (BAD COP)
~ And if you not, Stun gun and a flash bang.
I have found out that if i take out a stockgun (38. auto) and 2 other pistols ( i use scilenced 40.) there is ultimate damage as it can kill 2x more nimes. (and looks better) and a large gun. i use a smg or asult rifle, also pow. guns are good. Also i use a crow bar and a sledg hammer, i choose crow bar as it can be thrown a long way and it ko. aponent imidatly when thrown and sledg hammer is good for breaking cars and knocking heads.

If you are sorting some city crime, some cops might attack you. To stop this simply flash your badge (select).
A good way to make money is through evidence. If you go into a shop/nightclub/hotel/etc frisk the customers and youll hopefully find some evidence. Don't waste your time frisking the employees because they almost never have any evidence.

The best way to destroy a car is this: get behind it, go into precision aim and aim for the license plate. The reticle should turn red and when you shoot the shot car will explode. If you aim for the wheels of a car the reticle will turn blue, do this on all the wheels and the car wont be able to move.
