Younger Toguro cannot use his full strength, but his Increase Strength technique allows him to transform from about 5% (his starting point) to about 80%.
Yoko Kurama is not a seperate character, but Kurama can become Yoko for a limited amount of time, though if you have enough energy you can transform again anytime you wish.
