First check your inventory for a video casette case, press square to examine it then press x to search it and you should find some keys(if you don't have it go back to the saw mill like place whare you found the second girls diary it should be on the top floor).Once you have the keys go back to the video store(the store next to the burning fire truck),when inside into the back room and push the couch to the left revealing a small door, go through that door and you should meet scully.
