How do you make an Ultra Heavyweight person because I've seen alot people have those but I don't kno how to make them

Also how can you put the overall of a created superstar higher than 99?

You can not get a Ultra Heavywieght other than Khali. You can not create one. There maybe some sort of GameShark for that, but I doubt it.

Nope, the maximum for your superstars are 99, as it has limits to how much of a certain skill you can put on a certain wieght. For example the maximum speed for super heavywieghts is 6.

You can't make a person ultra heavyweight and the overall can't go higher than 99.
