When attempting to rescue Wolfe, how do you do you reach the roof where the hostage taker runs to with Wolfe after he blows up the stairs? Is there a way to make the rescue before it gets that far?

After the stairs are blown up turn around and see an opening on t a cat walk around the building and take down the two burners
Go up the ladder
Shoot the hostage taker
Done.
