If you are in the construction area in the background there will be a crane.
The crane is holding a box, break the box and you have axel.
Okay, when you get to the 'Freeway' Level, destroy all opposing vehicles except for one or two (makes it easier to do this). Go to the Construction Yard/Area. You'll see two large cranes. One holding a pipe and the other a box. Use the small mounds to aim your weapons towards the control panel on the crane holding the pipe (or box, forgot which one). If you destroy it, the crate will be lowered into the yard. Drive to the crate and blow it up. A message will appear telling you that you have unlocked Axel.
where is the control panel for the crane in the freeway level to get axel.
