Find before you find him a taser/stun gun. When he shoots you have to stand behind something so you don't take damage, if he stops, then you run to him and shoot him with the taser/stun gun..

Or use tranqulizer. You have to buy it though.
Or, use pressision aim and shoot him in the limbs.
