At the very start of the game, go to your left and follow the street until you see 2 blue rails with pigeons on them at the left sidewalk of the road. Now, Ben Franklin is at the school-type building behind the rails. Go to the right side of the building that has ramps at the far end.

Now, go up the ramp that has the window on top of it. Press LT+RT followed by the Black Button to break through the window glass and run after Ben Franklin through the doors at the right to complete that goal.
