If you have a child you cannot move out of anywhere untill that child has "grown up" or died, if you don't have a child then make sure your on your character and not the person your maired to or somone at tinsel bluffs, make sure you are on the car because some cars you have to aim the cursor in a certan spot as with others you click anywhere near or on the street it selects the car.
