Please help I'm stuck it's when you enter dragon city you have to extinguise the building fire I have no clue plz help

On right of where you start there is a courtyard. In it there is a paddle wheel. Turn it. It will fill the pool in the starting courtyard. Go back there. There is another courtyard in front of you. Find the lever that opens the gate that you see when you enter. Grab a cup fly back to the starting courtyard to the pool. Your dragon will scoop up water. Fly to the building and you should pour water on it. Repeat the cup and water bit untill out.
