With your hands: Target your victim with L1, get close and grab them with L2, then press L3 and R3 at the same time, hold until you reach your desired result.
With a garrote: target your victim with L1, move up behind them with garrote in hand (don't have to sneak) attack with L2.
The biggest pro of choking an opponent is that they can't fight back, the downside is that it can take some time and if your victim has any friends in the area, they'll be free to attack you as they please.

first of all it should be L1 for targeting and L1 and R1 for grabbing rest of the process is correct(same for garrote wire)
