Where do you get the dream song?

Hey um, does anyone know how to get the dream song to get the lv.3 runestone behind the waterfall at the palace? I looked like, everyone to find the dream song, but I can't find it. Please, can anyone tell me how to get/find it? :D

Once you complete the four keys on the isle of teomura you get a green vandal mask and you wear it wile talking to someone in the archons temple.
