Question for Steambot Chronicles

According to the manual, there's a song called "1,000 Bricks". I didn't recieve or find this song anywhere in the game. How do I get this song?

'1000 Bricks,' also known as '(Just) Shout It Out,' is a song in Steambot Chornicles that, if unlocked, can be played during concerts at places such as the Lobster Inn.

To get it, you must complete the 'Meme Village' sidequest, in which you industrialise Meme Village, namely by connecting the railroad stations to the village - meaning you can buy a train ticket in, say, Happy Garland, and ride a train all the way to Meme Village.

Meme Village is found across the lake in Vision Ranch. Lake Lacrymose, I believe it's called. Talk to the mayor there, and he will ask you to deliver a letter to the stationmaster in Nefroburg. From then on, just follow the instructions that various people give you.

You'll eventually complete the quest, and play the song for the villagers. After that first playthrough, you'll unlock the song to be played at concerts.

I believe this can be done after the main story's completion, though I'm not 100 percent sure. I've only done the quest before the game's completion.

I tried to get '1000 Bricks' after game completion. I got the plate after removing the rock, but the I couldn't get the mechanic to act as a trot automotive shop. The mayor just repeats his dialog from when he gives you the plate, as do all the "Memites" I tired to speak to. I'm on PCSX2 so it could be a glitch. If that's the case, if someone could tell me how to fix, that'd be great.
