When it's your turn press triangle to deselect your current fleet and then select a planet that you control and if you press X you should be able to buy asnother fleet providing you have enough credits.

The first fleet is free. To build a second fleet, you need 1000 Credits. To build a third fleet, you need 2000 Credits. To build a fourth, you need 3000. Do you see a pattern?
Well, to build the fleet, make sure you have the right amount of credits, and then press X over the planet you want to build the fleet over (it can only be one of your planets).
Viola! If the enemy are surrounded and outnumbered, you will be unstoppable!
