On virtual voyager were is deck 15? I can't find it anywere.

You have to go through some jefferies tubes or take a turbo lift.

Once you have beamed the boxes of the transporter pad on the hazard operations deck. Access the transporter a second time and the menu will give you 8 transport locations, they are labeled. The last one when selected will tell you to get on the transporter pad and hey presto. Deck 15
