I'm not completly sure but I think you might need to activate the power up.
Which means getting 40 Light Gems. But I'm not sure. I'd like to know this too

No you don't have to activate the Supercharge. My brother knows how to make it there, but he won't tell me. He can be a real jerk sometimes. Of course, nobody beleves me.

This took me ages to work out! When you first arrive in cloudy domain there are two platforms at either side of the thin walkway infront of you. The buttons to bring them down (so you can get on to them) are inside the first roofed building you come to. I can't remember what one you get on but if you get on the correct one you should finaly come to these two circular platforms in the air. When you get on one of them the other one will move around the one your on. Then you have to use them like stepping stones to get accross to the bilding you can see in the distance. This is all honestly true. The power-up has nothing to do with it, I tried that when I was stuck. The wing shield comes in useful when your trying to get accross on the platforms.

Yeah it took me a while to get this also, but I found the easiest way there was to head to the opposite end and go to the ball gadget machine, go in that and then go to the endof the course, provided you have already completed it, and when you get to the end press no to exit and you come out in that building.
