You have to get all of the Dutchman's treasure in Downtown, Jellyfish Feilds, Bikini Bottom, etc. Before you can find him. He will by the back entrance of the Big Top. He will challenge you and you must catch him to get the tile.
You have to complete each world first, bikini bottom, goo lagoon, jellyfish fields, tree dome, and downtown bikini bottom. Do you remember that big plankton head at the midway games in chum world saying "i will be back soon--plankton."? Well after each world is complete go to that head and plankton will be standing there
After you defeat all the other levels 100% he will be in the giant plankton head.. D:
