First turn on the first switch then go on top of the fan then run to the thing on the wall then press triangle until he stops .

To stop the fans blowing you away you go up to the silver circle thats beside them and walk up to it. A symbol should appear above your head an when that comes up you hold down the triangle button. Hold it down until it stops you and the fans will turn off. I got stuck on that too but I just miss read the instruction.
