You have to get the hemostatic medicine and give it to the guy in the beggining. He will then give you the lockpick.

I suppose you already have the Hemostatic Medicine. You have to go back to the prison where you were first in at the beggining of the game then give it to Rodrigo Juan Raval, The man who set Claire free. But you have to sacrifice you lighter though, Which will be retrieved back by Chris later on.
