No, that is the only way to unlock the Plagas lazar cannon, you must beat the game on pro mode. There are no exceptions, and there are no codes, or cheats to unlock the Plagas Lazar cannon. It may take a while, but when you beat it, and get it from the merchant for free, you will be immensely proud of yourself.

Don't you have to get 5 stars with all characters in mercinaries to onlock the hand cannon?

The thing that nicko said is the handcannon. The only way to get the plagas removal laser is to complete the game on pro mode.
