Complete the game on any difficulty and once you've beaten Vox it wil ask you if you want to warp back to before you fought him or if you want to restart the game, with all your weapons, in Challenge Mode. Choose Challenge Mode and buy the weapon upgrades at the Vendor. Then your weapons can level up all the way up to 99. Every 10 levels it will give you info on it's power increase. At level 99 the shots come out rainbow coloured for some weapons.

You complete the game once and start over again in Challenge Mode. When you go to the Vendors, you can buy Mega upgrades for your Level 10 weapons(they have to be Level 10 to buy the Mega upgrade!)

Ok to get your weapons past level 10 is by clocking the game once and once it hit the level 10 you can buy the mega version (lvl 11) and the weapons can go up to level 99 thats amazing.I hope I helped.

On your first playthrough you should have all your first weapons. These weapons are only able to go up to level 10. OK?
Now if you beat the last boss and finish the game, you can go into 'Challenge mode'. Challenge mode is a harder version of the game you played first. -In Challenge mode you have a new 'Bolt multiplyer' which multiplys the number of bolts you collect by how many enemies you kill - meaning you'll earn bolts much quicker. -In Challenge mode you can buy 'Mega' versions of your old weapons - but only if you've upgraded them to Lv. 10. -These Mega versions are more powerful versions of your weapons and these are the weapons that you can upgrade to Lv. 99
I suggest the 'Endzone' challenge to earn experience, bolts and upgrade your weapons.
