No, you don't have to slow down time. All You've gotta do is when the girl shoots the arrow, push the bell to the far right corner of the wall ( near the jump).
If you've noticed, you can enter the room directly above you. Pull the switch, and then quickly come out, step on the bell, and wall run the wall to the right.
When the prince grabs the edge ( not "if", "WHEN" ), hurry and get up on the level and run for the door.
If it starts closing, run, and when you're near the door roll, and you'll get in.
Well, the maze in front of you takes time to figure out, so stay calm and use your brains.
