How do you get in the dragon palace were do you use the border key and how do you open the whirlpool?

First to get into the dragon palace you use the viel of mist to slow down time.

To get the border key you go talk to queen Himinoko in the palace in sei-an city.

To open the whirlpool you first have to got the catwalk technique from the big tower in the distance, then up on the clif you see when you enter the area and go all the way to the end of it. When you do that a galaxy thing appears in the sky and you have to use the galestorm brush technique 3 times to make the image in the sky spin.
