Right at the end of the game I bought the water tablet from the angle guy in the ark but I was never able to use it. Then I beat the game and find out that I don't have it anymore. Where can I get the water tablet so I can use it?

You buy it from the emporor guy in seian city after you beat ninetails for 100 demon fangs.
You get the water tablet from the seller named marco in the last part of the game in that gloomy arch (I don't KNOW WHAT THE NAME IS)but the thing is that you can't go back and try it couse you can't get out of the arch so... Yhea thats the deal...oh; and you can't keep it at the en of the game.
If you read Okami Wiki you will find out that you can buy the Water Tablet for 100 Demon Fangs from The Emperor after you defeat NineTails and clear Oni Island.
After you kill ninetails go to the emperor In seian city he will sell it. =) not fibbing I promise.
