As soon as you enter Sei-an City, you take a right down the path and there should be a guard standing at the end. He keeps complaining about hayazo. Anyway, you have to light all the big lanterns around sei-an, (just the commoner's quarters, I think) and at night, you go back to the guard and powerslash the big rock that's next to him. Hayazo is hiding in the big rock, and if you talk to him, he'll make a sort of "bet" with you. He'll explain how you're supposed to catch him. Good luck!
