First and foremost you need to have cleared the poisoness mist from the city. During this skirmish you will have obtained a celestial brush power called Veil Mist, or something along those lines. Stand in front of the guards and use said technique, and run past them while they are occupied. Other techniques also work, but typically you can only aquire them after progressing later in the game.
