Question for Neopets: The Darkest Faerie

Can someone help me? Neopets the darkest Faerie, part 4, Hall of Heroes, money District.
after defeating the gold coin waterfall puzzle where you have to push the large heavy weights on the little squares to reach the other side, after completing that everything on the map is now fully functional meaning you can go into the shops but I've noticed that on the map is an envelope which I'm assuming is the mail building. This is the only the only map that has this envelope icon yet when I go to the location it is not accessible. Is there anything I can do or is it just no getting into this particular building??
