I am in the money district and I can't get to the shrine how do I get to it

Okay, to get into the Money District Shrine, as soon as you enter the money district go right and if you look on your map there will be a book, go into that and it's the library, once yout in there turn right and go up the staircases all the way to the top and there should be a door go through it and you'll be on a balcony. Jump off the balcony to the right and on top of the water way thing. Keep going and turn right when you see the circle part, keep going around on that and jump on to those curtain looking things, theres two of them. Then bounce onto the balcony, save and then go in.
