I beat the whole game of NFSU2 and it says like 69% completed. Whats up with that??

You have to beat some other races like SUV races...so finish them with an Escallade or Hummer and you'll be done.

Have you completed every URL, Street X, and have you got every magazine or DVD cover? There are loads of Outrun races to do aswell. Don't forget the hidden shops to find. Look on the stats screen. There's bound to be loads of stuff to do.

You need to complete the map in the garage and then you will have more percent completed.
