You unlock them in the Coal Harbour WEST (remember it's the second half of Coal harbour you unlock) specialties shop. I think thats stage 6.

how do i know in which stage i am?
to know in which stage you are, press down button located on the direction pad of ps2 dualshock controller, if u scroll down you can see how much reputation you got in each stage, the last stage in which you got some reputation is the stage which you r currently playing
To get nissan skyline you must enter this at the start screen.up,down,left,and right
