How can I use the level 3 hydraulics

As in make the car jump up and down.

I'm really not sure how you do that, but I have done it a couple of times I think. All I do is press Hand Break and move the analog stick around fast..Not sure if this would work, but try. =)

Im not sure how but I have done it once before. My car was next to the wall, and when I used the hydraulics, it jumped.

Press L1 twice then hold down the left analog button.

You have to double tap R1 and then play with the analogue stick.

To use your hydrolics hold R1 and move the anolog stick in any direction.

Ok, to make the car jump in the air, have your car face the wall, hold R1 and quickly tap the left analog stick up and down. It will eventually jump into the air!
