Every time I get light/ heavy damage, it just cracks my windscreen, scraches the car and makes the engine smoke for a bout 5 seconds! Why doesn't my bumper of anything come off!!

If your not playing the PS3 or X-Box 360 Versions. That is all the damage that you will see. PS2s don't have enough processing power to show the damage the way the new age consoles do.
I have the same problem I have ps2 soo I guess you need ps3 wii or x360 ok =)
