Yes it does. If you mean game completion you need to complete everything: all races, all milestones, all challenge series events, and get top rankings in your rap sheet as well. Then you will have 100% completion

I have done all of those things and I am still in 98% career completion.

Yes,career completion includes the count of milestones,Bounty and races. In order to get 100% completion of the career you have to complete all the races and milestones.
