It's simple. Go to the dojo and accept Guy's challenge. Just beat everyone in that.

You get both items from Guy's challenge in the Dojo. Beat the whole thing and you should have the items you want.

I did all the challenges and I don't have fire scroll but I have the wind scroll you get that from the challenges
