How do you beat the c rank misson (chunin exercise 1) I can't find many weapons.

You don't have to use tools you've collected from any background items, or your support team. Infact it's advisable if you didn't try - you might encounter Neji more than you need to and you automatically fail the mission if you administer a physical blow - even if you only hit the air.
Just stand far away, or on another plane and throw your default ninja weapon at him. You don't even have to knock him out to win. Just wait out the time and make sure you have more health than him and you'll win - by only using ninja items
