I'm not entirly sure about Quan Chi, But Noob Saibot is found in the forest where you fight Reptile you enter the forest and when you go to the area with the league of Shadows enemies then you keep on going to the bit with the mini waterfall then you go to the next place in that area you see the clay soldiers and you have to smash their sheild with the fist of ruin technique then they all come alive they're in front of this big stone wall you have to throw them into it then it should smash you go through it and find Noob Saibot.

Noob saibot is in netherealm,you can meet him before fight scorpion and after defeat shao kahn you can see quan chi with shinnok'amulet
Noob saibot is nowhere to be found in the game but you can play as him in versus mode. All you do is select sub-zero for both players,start the fight, and the 2nd player will show up as Noob saibot.
