It means to take a few steps back.

Well In Mortal Kombat 2 Kung Lao's fatality is forward,forward,forward,low kick but in sweep distance so to perform that fatality you must go from your opponent 3 steps away and then press forward,forward,forward,low kick

It means take 2 steps back from your enemy

What it means is you have to be in the sweeping range to use the fatality or it will not work.
