All you have to do is beat all the required races and tournaments in any city and you unlock that city's car. However, I think San Diego has a motorcycle and a car, or that's for every city. Hope this helps!!
u unloock the police cars after u beat all the tournaments in that city, u unlock the police bike when u beat all the tournaments in career (not including tokyo)or beat the game 100%. if u need to ask me more things, go online and look for jonpwnsworld.
I unlocked the bike after beating chopper of america (choppers only bike club) and original riders (sport bikes only bike club) in each city
