Once you reach the bottom of the stairs, go directly downwards until you reach the bottom of the room. Then go left past two hostages and the third one facing you should be Ames.

Ames has brown hiar that goes down to the bottom of his neck and if you point the mic at him it will make a beeping sound.

The first time you play the game Ames is in the lower left corner of the room. Third person to the right by himself. The second time and from then on his location is random.
