Ah yes, I see what the problem is already. The reason why you cannot jump is because you cannot jump at all. You can crawl, strafe, slide along walls, hang down from rails, and make other weird movements, but strangely enough, you cannot jump. If you are playing as Solid Snake on the tanker mission, then you can do something like a jump. If you run forward for a bit and then press the X button then you should be able to make Snake doe a somersault of sorts in the air. This maneuver can help you fly over obstacles, can help you dodge enemy attacks, and it will even be helpful against enemies because you can slam into them with a roll. If you are playing as Raiden, then you can run forward for a bit and then press the X button to execute a cartwheel. The cartwheel can incapacitate any enemy and can get you across big holes in the floor.
