If you mean at the last level with the tower, then you don't.
Theres 2 remaining steel cables attached to the tower the first one you can access by jumping on and shooting out with any gun at your disposal.
Note: do not use the m79 it will blow you away....
If you kill all of the villains one of them will give up a sniper rifle, select that an on that platform you just removed the one cable from use x to zoom in on last cable, aim and fire and that will give you the winning ending.
Worth taking note you must destroy those 3 or 4 dudes and get them 2 cables down fast, or you'll miss the chopper take off time and it will lift off an shoot you lol .
Hope this helps I have completed Max Payne on fugitive and hard boiled with no cheats ...

Ok use your sniper riddle and shot the 2 cables and use slow motion and shot 20 to 30 bullits at the tower.
