Go onto the ladder, it's best to wait and kill the cops as they come up before this
Go up the steps to the top and go right onto more stairs then it should b obvious

When you are on the ladder ignore the cops at the bottom and go to the top when you are at the top of the ladders don't go on to the roof look to your right at the top of the ladders and there will be a walkway which will take you right round to a door.
Go through it and the rest should be obvious but watch out there are cops on the roofs when you come out the door the best way to kill them is to let them see you then hide round a corner equip the sawn-off shoutgun and just blast them when they come round the corner.
