Easily, Push the rigger to enter sniper mode then push it again to shoot, You'll see him he has a big green arrow over his head. EXTRA: You can take the fleet of stairs all the way to the bottom, past where you came up, and you find an open alleyway filled with dogs. You've probably never seen dogs up close before, They bite. To the left is a shorter way out, just shoot out the lock and you're out, a man will recognize you. (The one you beat up) So suggesting you equip a shotgun before exitting, because two white coats and any surrounding cops will fire on you. Later.
