After you talk to tilly in her office and she tells you to go talk to the guy that you made up like gothor was his name where is she located because I can not seem to find her .

Tilly is right next to Lefty's Too in the dirty streets. In your black book in the objectives list it usually gives you a hint of where to find someone.
