Where is the third key to get the hammer upgrade in the Forsaken city?

All three of the keys are obtained from the pandas. There are three trading pandas in the dungeon and they each hold a key, which they will give you in excahnge for a jade lion. The jade lions can be obtained from other pandas in the dungeon. Once you have all three jade lions, the trading pandas can be found at the foot of the tower of the thousand spikes, the entrance to the burial chamber and after the flaming corridors beyond the ring of champions.
