Well if there both lv.7 you can't go any higher that is as high you can go

Are you asking why you can't level up limit form into a higher level or you don't know how to? If you don't know how to, for limit form, you have to use the magic-a thingy in your shortcut slot. For master, you have to pick up drive orbs. Best place is at Mulan's world.
