You can get the magic spell Stop and it's upgrades in these three places.

First is in Monstro after slaying the Parasite Cage.

Second is after Completing Pooh's swing challenge in the 100 acre wood.

And lastly you are awarded the third upgrade by defeating the Phantom in Neverland.

Stop>Stopra>stopga
All upgrades contribute to how long they are froze and the area of effect.
