Slowly work your way around the level, defeat the Lurker guys and walk around and eventually you will get down there.
That, or I'm pretty sure you can smash your way down there.

On the part with the floating platforms traversing up an icy slope, there's a group of trees to the left. Walk behing them to a secret cave. Make your way through, and soon you'll be under the ice!

Near the ice lake,down the slide, and to the right there is a secret cave behind some trees. Go through, and you will find the Yellow Eco Ventswitch.
