First, you have to allow your cow time to mature since cows, no matter what breed, are only babies when you buy them. Around two seasons or there-abouts. After they're fully grown, you need to feed them a Miracle potion to get it pregnant. If I recall correctly, it's one season before the calf is born and your cow produces milk again. The first few days she'll produce mothers milk, though, and you should feed that to the calf. After that, she'll produce milk for four seasons before you have to get her pregnant again.
